Generally the higher pressure, not the higher flowrate, indicates better cleaning power.

I would say the 4000psi would clean better. Not that I know a lot about math. I am thinking for example if you have a garden hose on full, but its laying on the ground, not much is happening but creating a pool of water on the ground. But if you pick it up and press your thumb over part of the end to create a spray, you are also creating greater pressure because the same amount of water has to go through a smaller opening in turn it would also use less water.

I would think so--they both have plenty of pressure, but the one at 8gpm has twice as much water.
