The whole routine is based on the premise that stupid people should have to wear a sign letting you know that they're stupid. That way you'd know what to expect from them.

Essentially the sign says "I am stupid."

It says "Hi, I'm Bill Engvall..... I am a stupid comedian that owes everything to other Redneck idiot comedians like Jeff Foxworthy and Larry the Cable Guy. I owe them my career because unil they got big with the whole NASCAR crowd, I had been doing this routine for 10 years pretty much unoticed. Thank god for the South." He writes it all pretty small.

1. Bill Engvall, he's completely original and does NOT copy the other Blue Collar comedy stars.

2. It's simply telling people that it was obvious and simply: "durdurdur!"

The sign says "I'm stupid" that way you know not to ask that person for directions.
