You Can if you are strong enough and don't care about getting into trouble with the law.

You may not, if you wish to be a law abiding citizen.

Here are some tips for keeping cool in hot weather.

* As bed time approaches, get a cold shower, but do not towel yourself off ... go to bed wet, with a towel in bed if you not want to mess up the bed clothes. Lie in bed naked without the covers ... as you are lying there, the warm air will convert the water droplets on your body to evaporation, and the process will remove a lot of heat from your body, cooling you down and making it easy to fall asleep.

* Get some ice from the refrigerator, or an ice drink. Put that in a plastic baggie like is used to keep food fresh. Put that plastic baggie down your underpants. If your private parts are comfortable, the rest of your body will be comfortable. The boss of your body is not your brain, it is your digestive system and some other critical body functions down there.

* Wear light clothing because dark clothing absorbs sunlight and contributes to how hot you are

* I have in my car a solar powered fan ... when the sunlight shines on it, the fan rotates so that the hot air leaves the car and cool air comes in ... that way when I get in the car after it has been parked a while, it is perhaps 25 degrees cooler in there than if I did not have this thing ... I park my car the nite before with consideration to where the sun will be in the morning so it will be shining on this thing

Only Public works and the Fire Department can open hydrants.

There are lots of reasons, but think of this one: Who's burning house didn't get put out because the water was running down the street on the other side of town?

if you ask the fire department. you can prolly get them to take the one they have off and put a sprinkler head on. thats in the five boroughs, i dont know about anywhere else.
