Look at the Canon SD800 or the Casio EX-V7 for starters.
Here's some reviews.

Hope that helps. Remember, 'best' is a subjective term. You really need to hold and handle each camera (like test driving a car) before you make your purchasing decision.

Olympus SP350 is a different looking camera due to its large grip which makes it easy to hold. It takes terrific images though and you can attach an external flash head on it as well. Not ultra compact though.
Fujifilm FinePix F30 is a good compact camera that excels at taking pictures in difficult low lighting conditions. It takes impressive photos at high ISO with very little noise.
Canon SD850 IS is quite compact and has all the features you're looking for. It comes in at $350.

I would recommend you go to www.photo.net, or www.pc.com, or just type in Digital Camera Reviews. You will find all of the different Brands, Models, Prices, Specs., and how they preformed under different conditions. Also you will be able to read what other people think about the camera after using it. Both from a Professional and Amateur stand point.

Casio, they make some great ultracompact cameras.
Good cameras, takes good pictures, easy to use, 2.5-2.8inch screen, long battery life.

The other option would be the Nikon S50 or the Canon SD-1000 or SD-750.

theres a ton the meet that discription...canons, nikon, and olympus are awesome cameras.....I've always been a huge cannon fan and always had a cannon camera.....but when my last one was stolen i got an olympus 740 becuase it also really good....also look at zoom.....3x optical is average(look for that or more).....and digital zoom is basically worthless so pay no attention to it.....try going to circuit city or best buy and the tags will have full discriptions for you or even online so you can comapre prices and specs at the same time.

Casio Z75 or Z1050 is a great choice; nice and thin, lightweight, 7.2 MP, shoots photos and video with sound. Easy to use controls and a 2.5" screen to view.

I really love my Canon SD900, which is selling for $325 now. The SD800-IS is $300. Man, I can't believe the SD850-IS is coming down in price already! This is a great camera, well worthy of your consideration.

Go to my Flickr site http://www.flickr.com/photos/samfeinstein/ and click on "Tags." Then click on "SD900" and you will find a few pictures made with this camera. Click on "All sizes" and then "Original" and judge for yourself. You can also click on "See all public photos tagged with SD900" from the first page of this tag and find a couple thousand SD900 photos. Click on "Interesting" to see the better ones, though, instead of just the newer ones.

The dpreview.com site has a great 'Features Search' that should help you. Plug in your criteria and it will list all the cameras that match.
There are many quality cameras in your price range.
