By design pressure, I assume you mean the pressure at which the pipe will fail. If that is the case, the formula to use is...

P = (2 * S * T) / ((OD - 2*T) * SF)

where P is pressure, S is the ultimate tensile strength of the pipe material, T is the wall thickness, OD is the outer diameter, and SF is the safety factor (set this to 1 for no margin of safety).
