If you have the money get the 30D. If you don't get the Rebel XTi. The difference in image quality is minimal if any. You do get better build quality from the 30D. Also it provides more features. But you can still take just as good pictures with the Rebel. The extra $$ saved will buy you a better lens which is the most important factor to the image quality between the two.

Go for the 30D it by far better camera.
There is less noise on the sensor.
And it is no ware near as problematic as Rebel series.
The higher resolution does not mean a thing the vast majority of time. And the 5fps is potently more useful. It is also a more durable camera.
I will admit that I'm yet to be impressed with any of the DSLR in the Rebel series. Canons more professional cameras like the 30D are where the reputation comes from.

Reasons to get the XTi:
It is a very capable DSLR. It is less expensive. It's remote shutter release controls (RC-1, RC-5, RS-60E3) are less expensive than the N3-plug controls for the 30D. It is smaller and lighter.
Reasons to go with the 30D instead:
Larger (maybe better fit in hands), and more rugged build. Heavier-duty shutter mechanism. The Quick Control Dial on the back is a superior way to control aperture and exposure compensation than the XTi's controls. Pentaprism viewfinder is superior to the XTi's pentamirror. The N3-plug controller allows use of timer/intervaltimer control (TC-80N3), or the long-range wireless LC-1. 5fps high speed shooting v. 3fps. Spot metering in addition to Evaluative, Centerweighted, and Partial.

Both of your Canon selections are poor choices for the following reasons:
1) There's no "image stabilization," so any slight movement on your part will blur the picture;
2) They only comes with a limited range normal lense of 18-55 mm. So, you have to spend more money for telephoto lenses.
3) Th 10.0 mp XTi will have considerable shutter lapse between each picture due to processing the image onto the memory device.
4) And finally, neither Canon cameras have any sound video recording capability, no sound - nada.
5) So, is there a better alternative - YES!
Should you want an all-in-one 6.1 mp digital camera with a 36 to 432 mm "image stabilized" zoom lens, with stereo sound video capability, and you can afford $339, it's the Canon Powershot S3IS.
