Take voice lessons...that will force you do small recitals. Also my voice teacher used to set up mini recitals at retirement homes kind of as practice. The residents loved it and were always a good appreciative audience it was a win win situation.
Bottom line you need to practice singing in front of people...start small and work your way up.

Hey, I'm thirteen too. I'm not a singer at all, I think i copmletly suck at singing, but I sing all the time bahahah! Ironic right? I do college level piano though, no joke. No I am not some little asian power who was forced to play piano when I was two, I started myself when I was about eight, self taught, got lessons, got even better, and that's what you should do for your voice :D.
Oh, and to answers your question, who gives a rats anus if people think you can't sing? Practice, improse yourself, and do you best. Talk to your chorus teacher, perhaps he/she can help you! Trust me, you're scared, and you don't do what you want to do know, you'll regret it the rest of your life, and when you're dead and looking back on all of this you'll totally regret it. Hell, my friends and I are one hell of a musical. We sing about our lockers, sing about our fat janiter lady, I mean, it's like one big shabam. We treat life like it's some musical, and most of us CAN NOT, I repeat, CAN NOT SING, xD. Have fun with it, and you want to be a serious singer (I'm asuming you do) SING, SING, AND SING MORE AND MORE AND MORE. Sing, you don't even have to tell your parents you want to. Just spazzoid out! That's what I do. I walk down in the morning singing Phantom Of The Opera man! I know it might seem a bit queero but, who cares? Train yourself to not give a damn. Focus on the sweet jolly rancher (I'm asuming you like jolly ranchers) at the end of the tunnell man, trust me! FYI EXAMPLE:
The first day of school, I smacked my alarm clark and jumped out of bed singing, GOOD MORNING ASHBURN! (My home town) For Like Thirty Minutes.
In the middle of my first history class with my friends we sang (song writen by us) them fat lady (decicated to our history teacher, the song started when left the room to pee, xD)
At lunch I sang "I missed You All!" Copyright to me,
When I came home I sang good morning Baltimore/Ashburn reprise.
Same before I went to bed.
That's a typical musical day you should schdule for yourself so you can warm up your voice and stuff! I know you must I am a complete spazz I am psycho too but trust me please! Don't go half way, quarter, FULL BLAST BABY. That's it, Good Luck :D

Stage fright affects most every performer at one time or another, and some (even really famous people) never get over it. the only thing to do is force yourself to face this fear (singing to yourself in a mirror won't do it!) Once you've proven you can survive it, it gets easier every time.
