You should be tipping cab drivers regardless of what city you are in, also waitresses in restaurants, the maid who cleans your room at a motel, whoever cuts your hair, and various other servants. Think people who are probably working minimum wage or less, but do good service.
I start with 15-20% of the bill.
I observe how good the service was, take points off for various hassles, like insects in the restaurant, reckless driving, add points for courteous friendly helpful.
If the service was pretty bad, then I may give only 10% or less.
If the service was fantastic, I have given as much as 35%.
One time I was at a restaurant and I specifically asked the waitress to spit the tip with the chef (I gave a 40% tip ... the meal and service was fantastic)

I used to drive a cab and on that fare, you did fine. It was the people that would give me $13 on that trip that would tick me off. And believe it or not had some $40 plus rides and nothing. So, I would be very thankful of your tip if I drove you home that day.
