Are there any decent free photo programs I can download to alter a regular picture and change it so it looks like it is drawn?

I know it can be done pretty simply but the one I have on my computer it had "copyright" and "watermarks" all over every photo because its not a free program.

Any suggestions?

The google Pasca seems to be a good program but it doesn't have the drawing feature.

Try googling gimp. Its a free photo editing program. I experimented with it a little bit, but nothing extensive.

Most cameras come with a free computer software program to do minor changes to photos. Check the CD that came with your camera or go to the website of the camera maker. I know Canon and Pentax have basic free programs. Or go to ebay and buy and old edition of Photoshop Elements (like version 2 or 3). You can pick it up for around $25.

Yes there are 2 programs for this that are completely free...

#1 Picasa, made by google, its more of a photo managing program than editing but you can do mild editing such as cropping, rotating, red eye reduction, etc...

#2 For a bit of a more advanced photo program with a WHOLE lote more editing tools (might be a lil hard to learn) people use something called GIMP, its a free alternative to Adobe Photoshop... not as good, but its very close...

Paint.net is a free program that is a big improvement on Microsoft Paint. There are a number of functions under the Adjustment menu to achieve what you're looking for.

Google's Picasa is nice.

I didn't like Gimp.

There are a bunch of free programs made by Serif that are okay programs, but you have to deal with their proprietary formats.
