Depending on if you ever plan on shooting it at anything where lethality is an issue, if you just want a high accuracy handgun for shooting only at paper targets, the easiest and cheapest solution would be to get a high quality pellet pistol. Even one that was CO2 powered and capable of different ammunition (bb's, pellets, or darts) and could shoot 50 yards at an accuracy that would easily surpass the casual shooter's abilities, would cost you less than $150, and be available from most Wal-Mart stores without having to go through the court house process of applying for a handgun permit and all the headaches and waiting periods that can bring with it. And you want to talk about cheap ammo? Not even .22 rounds come close to the affordability of a CO2 powered BB pistol. Plus, depending on where you live, you may only be able to shoot a BB pistol in your back yard, whereas an actual firearm would be restricted to firing ranges or being outside city limits. Between being able to have nearly the same accuracy for the casual beginner, and being much more affordable and safe, a high power (Feet Per Second or FPS, usually mentioned on the box) CO2 powered .177 caliber pistol can offer you a chance to begin shooting handguns safely and affordably.

Ruger 22. The 22 is a good cheap round for targets @ 500 shots for like $20. The Ruger pistols are the best made.

I have a Smith & Wesson .22S that i shoot a lot. It has sights plus a built in base if you want to mount a scope. It's very reliable. I've never had feed or extraction problems. Also the ammo is cheap so you can shoot a long time for just a few dollars. Remember to wear ear and eye protection when shooting and have fun.

Ruger Mark II .22 LR pistol. They hold ten rounds of .22 LR rimfire ammo and are great handguns for casual target shooting and plinking.
