There are two schools of thought.
If the stranger is excessively loud and has ignored polite requests to be quiet, I suppose you could once more politely ask him to quiet down.
However, since "shut up" is rude in the first place, it sounds like you're planning on just being a rude person to someone you don't know - just for kicks and laughs.
In this case, I would say you would be wrong and ugly and you're in danger of getting your nose punched.

NO. It's possible, but it's extremely rude. If you were talking to someone else, and a stranger comes up to you and says shut up, well.......don't you think that's rude???
If that person was saying something that poses a threat or could harm another person, CALL THE POLICE.

Why do you want to do this? Is the person speaking loudly?
Is the person speaking inferring with your work?
If not, MYOB. You never know if you'll get slugged.

it would be rude and even if he is being rude you shouldnt stoop to his level, if someone is saying or doing something you dont like (as long as they arent hurting someone/something) your better off ignoring them...
