Still treat me like a child even though I am 28. They asked me to postpone my wedding so I could have it in the country where I was born and when we did. They are not doing anything to help in the preparations. I don't want to hurt them but how long do I wait when it is my life being put on hold

Why wait another day. You are 28 years old. Take the responsibility upon yourself to do whatever you want. Now that also means that you can no longer depend on your parents to take care of you. That means, don't ask for money, clean up after yourself and be respectful of others. This is something that should have happened at least 8 years ago. Sweet heart it's time to grow up and move on.

It is time you went ahead with your life you get married where you and your partner want to as if you don`t then you will never be able to do any thing you want. So explain to your parents your feelings and get on with life Tell them you care and love them but that you need to stand on your own 2 feet
hopefully they will understand

You're a grown up, so be one. Send them an invitation, and then leave it up to them if they come.
