Plantar's warts can be notoriously difficult to treat but there are many methods for treating them. Return to your doctor or see a podiatrist. Be honest and tell him that the freezing didn't work. Believe me, he won't be surprised and he will know that another method must be tried. Other methods are:
Upton's paste
salicylic acid in white parafin
formalin soaks
5-fluorouracil ointment
cryotherapy
laser therapy
debridement (surgery)

As you can see, there are many options and that is because these warts can be difficult. Good luck!
