How old is she? She may not be ready yet. The age of the child would greatly help us to better answer this question.

I potty trained my daughter when she was nearly two and I thought she was very young (maybe too young) to train. However, she proved me wrong because using the Potty Stool http://www.thepottystool.com she was trained in less than 2 weeks. I was skeptical the stool would make a difference but I never would have guessed how well it works!
I realized later that my daughter really wanted to imitate what she saw adults doing and was very determined to mimic correct toilet use.
This really is the greatest thing to happen to potty training. I like that I don't have to use or clean a floor potty and I love that my kids are safe and never have to touch the toilet with their hands! My kids just get right up to the toilet on their own.

I had a hard time potty training my now 5 year old... she just didnt want to do it... so we got a gum ball machine and told her everytime she went potty in the toilet she got a gumball.... of course she went all the time cause she wanted the gum but we told her only if she really went will she get it... it worked... i think we did it for about 3 weeks then kinda told her we would get her a surprise every two weeks if she did good.... so far no peeing in her pants its been almost 3 years

when she goes in her pants, let her sit in it. it will be uncomfertable, and after a while she most likely wont like it anymore.
then ask her did you wet your pants, when she says yes, change her.
Then give her a special potty to go on.
Put a chart by it. have the dates, for at least a month, writen in boxes on it. Everytime she uses her "big girl potty" she gets to add a sticker to the chart. if she goes ____(however) many times a day, she gets a reward. then set aside a box, or bag, of little things. mcdonalds toys, little balls, a small candy bar, something she will want to get. then when she reachs her set time for going on her "big girl potty", give her her treat. once she realizes she is being rewarded with treats, she should want to go more often.
make sure that you give her lots of praise. make up fun little cheers or potty time music if you want. make it a happy place to go, and a good thing to be doing.
stick to it, and i think you'll see results.

Sounds like she isn't ready. Keep her in pull-ups or training pants until she expresses an interest.
Punishment is a good way to make your child afraid of the toilet. You can however establish a reward system (if you pee in the pot once a day you can have an extra bed time story, twice and 1 hour extra tv time, etc.).

how old is she for starters if under 2 go back to diapers shes not ready if over two spank her a child over three should be trained and should be punished unless there has been a major change at home like a move new baby parent leaving (deployment , death or divorce)
