Can it give complete protection if it has a high enough SPF? How can I tan safely

The amount of protection it gives is printed right on the bottle, the SPF factor.

If it gave complete protection, you would not tan at all. There is no safe level of tanning. None. Zilch.

I see older women who used to tan all of the time. Their skin looks like old shoe leather.

Any sunscreen/block used in accordance with the directions on the box are very effective. The only safe tan is the spray on tans that are so popular right now. No exposure to UVA/UVB rays. Tanning bed are not any better than the sun.

SPF does not protect you, it's a certain ingredient.
