We don't *have* to. Look at India. They don't bother with any safety incentives so they kill 160 people per day. Many more are seriously injured.

It's that we choose to.

Unfortunatly, road safety is a diminishing returns thing. By having some basic groundrules (eg: Drive on the left, stop at Red lights etc) the majority of those deaths and injuries can be avioded.

But on the other hand, 10 years of Labour tinkering and oppression in the name of safety has done very little to improve anything. People are crashing just as often, its just that cars are safer and more people are surviving them.
