it's about 45 km from bangkok, should take a hour or less depending on traffic. cost about 250 to 300 baht plus tolls about 60 baht each way.

Yes, depending on traffic it can take you from 30 minutes to an Hour. Security check in is very fast but, allow 15-30 minutes and some time to freshen up or dry off. Given that, you will up to 4.5 to 5 hours to yourself. Keep in mind if traffic was bad going to Central Bangkok it will be going back. Best to stop by a hotel and get a cab, cause only certain cabs are allowed into the airport area.

Good luck

gbdelta is giving you incorrect advice on taxis.
Taxis ARE allowed to ply their trade at Suvanabhumi.
On exiting baggage reclaim/customs, turn right and take an escalator down to the next level. There are some desks there just outside the building where you will be allocated a taxi (you having stated your destinaton) and advise you of the cost (which you pay to the driver).
You'll need first to have determined what you want to do in Bangkok, and hence to what specific area you wish to be taken. (Of course)
As it's unlikely that your ticket will have take into account your short sojourn in Bangkok, you'll probably also have to pay departure tax (Baht 700-may be less for domestic flights) before you can fly on to Phuket.
You'll also have to complete an immigration form before/on arrival in Bangkok

Be wary of taking the taxi back to the airport. The city taxi drivers have taken advantage of the airport change to increase their prices by about 30-50% foran airport run. They claim it's much further to Suvanabhumi than it is to Don Muang (it probably is but only a very few kilometres). Get someone who's prepared to switch on the meter.
