pain evolved as a protective mechanism. when you sense pain, you withdraw from the painful stimulus to prevent further injury. from an evolutionary standpoint, being able to sense pain in the brain for instance probably didn't offer any additional advantage to sensing pain only in the scalp or skull.

coz there is no need for them in those places...what can u do if u feel pain from a stroke or a heart attack?..can u re-open the arteries by ur self?

Parietal part of pleura,peritoneum,and pericardium are devoid of pain nerve endings . The reason is not known.
