My daugher was stopped by an officer and rec'd a citation but got no paper ticket..is this mailed out?

That's a new one on me! Usually a citation or ticket is the same thing. Citation is generally considered a more formal term for ticket.

You might consider calling the agency that stopped your daughter to see if they can clarify their procedures and point you in the direction to finding out about the citation (which court will have it on file, court date, fine amount, etc).
