Islam describes 5 pillars, necessary to be a Muslim, reading qura'n is part of our obligatory prayers, 5 times a day, so the amount of Qura'n required to recite in prayers, is obligatory. But to read whole Qura'n, is preferable, not obligatory. If some one is reading qura'n loudly, the voice is coming to our ears, to listen it, is obligatory.
It is advised in to Muslims, even you know only one verse, propagate it.

Without reading Quran, people will be Muslim after say shahadat: There is no God but Allah, and Muhammad is the prophet...
But without reading and practicing Quran, Muslim will not be good Muslim
