no but he can file a petition for the spouse to become a resident alien, average processing time 5-7 years, for second preference category,2A. file the form I-130, do it before 07/30/2007 and you will save a few dollars. current filing fee is $190.00, will increase to $355.00

A US resident can change the status to spouse in order to become a US citizen by operation of law due to marriage to an American.
