I believe it is called in theological terms a "vow" and if one is going to make one, they better pay it:
Vow, and pay unto the LORD your God: let all that be round about him bring presents unto him that ought to be feared. - Psalm 76:11.
Better is it that thou shouldest not vow, than that thou shouldest vow and not pay. - Ecclesiastes 5:5.

You might want to look at this as if God is an earthly father/parent and you are the child. You try really hard to please your parents when you are young and follow the rules, stay out of the cookie jar, but you mess up once in a while , but your parents give you your consequence and then still love you and go on.They are training you for the big world. So it God

Isaiah 1:18-19....“Come, now, YOU people, and let us set matters straight between us,” says Jehovah. “Though the sins of YOU people should prove to be as scarlet, they will be made white just like snow; though they should be red like crimson cloth, they will become even like wool. If YOU people show willingness and do listen, the good of the land YOU will eat.
Our willingness to make promises is good in God's eyes.

God is merciful, he will not take you for breaking a promise if he knows that you were keen on keeping that promise but couldn't do it for any reason

Does that mean you can't ever make a promise, not even to friends,family,wife..etc? Plus, making a promise to God is like making a promise to...ummm...Let's see....A chair?
