It stands for British Midland, They aren't too bad and are not a no frills airline but don't offer a full complimentary service on domestic flights. I think they are the 3rd biggest british airline. They have a no frills division called BMI baby

They're British Midlands Airlines - I think a basic carrier with no frills. Supposedly cheap!

British Midland belongs to Staralliance and has codeshare-flights with Lufthansa, for example.
I won't consider them as low-cost-carrier . I Don't know, whether they are good or not, but you can read passenger reviews under :

I've travelled with them a few times and they have been fine. From memory they were about the same, if not better, than easy jet. Typical low cost carrier.
