Why would they? The whole point about Sky is that it's a subscription service.

If you want it, you pay for. Always...

Just to start a rumour... 3-5 years, when less people are ordering the standard box and more HD channels are available for them to watch on their 60" plasma screens that they got free with a packet of cornflakes.

it will be extra cost until low definition telly is phased out.
