Yes it certainly can make you feel dizzy or in a fog. I have the same problem due to allergies.

not everyone gets headaches with sinus problems. Ans sinus congestion can cause these troubles- sinus and ear infections can also. When sinus congestion progresses to a point where you are feeling lightheaded, diizy, or foggy, you should get a quick check by a doc to make sure you dont have active infection going on. Hope you feel better soon.

yes it does. sinuses are hollow parts of the head which helps us not too feel the weight of our head. when it's congested. we kind of lose our balance and feel heavy. sinus congestion may not cause headaches, sinusitis or inflammation of the sinuses does.
