I was disfellowshiped 4 years ago and does that mean I am the same as a non member? Does this mean if I want to sin now is the time to do it because I won't be punished as harshly? Why is it a blessing to take away blessings like my bishop said? I don't understand. Thanks!

Being disfellowshiped is supposed to allow you the opportunity reflect on the cost and consequence of sin. If you were working with the bishop this repentance process should last no longer than a year. You should make an appointment and discuss this now and not put it off any longer.

Disfellowshiped means you are still a member, but you've lost some of the benefits.

For example, people who have been disfellowshiped are not to partake of the Sacrament nor say prayers in public meetings. Men still have the Priesthood, but aren't authorized to use it. You also meet quite often with your bishop to resolve the situation. This is supposed to help you repent.

After you've been restored to full fellowship you can do those things again.
