Contact the passport office if you are in India or the Indian embassy or consulate if you are presently residing abroad.
The procedure for change of address is submit the proof of your current address (like copy of electricity or phone bill, ration card etc are enough) and for ECNR status the attested copies of your educational certificate (matriculation or above). You can apply for both the services together.

in Passport office u need to apply for it. and they will charge around Rs.1500-2000, and u 'll get a new Passport with new address. This complete process takes around 45-60 days.

For change of address and for ECNR, procedure is very simple. Use form 2. Pay fee @ 300/-.
