Progression thru the ranks.
From your local late models you progress thru a regional touring division. After you've run it a while then it is a national touring division.
After completing a year and if lucky enough there is a AAA division(trucks).Better equiptment and longer events.
Then comes the AA level(Busch) where you polish skills in the full body cars.
After a couple of years then it is to the top level. The CUP!
If there are problems at this level NASCAR can send a driver back to AA or AAA level to work on the problem, but not to be perminatly assignrd there unless the problem persist.
Could a "CUP" level driver run a special event in a lower division,,by all means yes,but not points. If a "CUP" level driver wants to run all the aa division races he has to ste out of the CUP level ride.
This would develope and make drivers more pleasing to owners and fans.

The same rules that apply, non experienced drivers don't belong on the track its dangerous, its like the DMV giving you a drivers licence because you think you can drive, you need to practice train and prove yourself to be in NASCAR. I would however raise the age limit when 18-20

Make the cars more stock. If it is built as a 4 door at the factory, guess what? You have to race it as a 4 door. If it is only available as a V6 , that's what you run. Get the idea?

Put a bunch of rules (good, bad and ugly) into a hat ... then pick the first 5 out and there you go.

I would have all of the drivers who don't have any expirience go back to the Bush Series.
