People that smoke regularly probably spend an actual 1 hour per day smoking (6 a day x 10 min?) = 60 minutes. If you think about it, that's only 4% of the day. So if you are a Mormon and smoke, you could claim that you adhere to the Word of Wisdom 96% of the time.

Is this good logic? Could a smoker get a temple recommend based on this? I mean, 96% of the time is pretty good right? Maybe by next week they'll be at 97%. Since the WOW is a guideline, 100% is not expected right?

I base my question on the following answer from a different question (Answer was from a mormon):

A bishop is not going to grant a temple recommend to someone whose relationship with the WoW is that it is not to be taken seriously. Neither do they expect you to be 100% adherent on every point 100% of the time. They do expect you to try. They may ask you to work on an area if it looks like your ego is really getting in the way of your relationship with God before granting a recommend.

When It was received, the Lord only meant it to be a word of "wisdom". However, the men were chewing tobacco in the temple and spitting it in spittoons, and sometimes missed. That was looked on with a great deal of trepidation. Therefore, the church voted on it to make it a revelation rather than a word of wisdom. Since Alchohol and tobacco are or were in the top five killers of humans. and alcohol, one of the reasons for the break up of families and and item costing a ton of money in some families. It made good sense to make it a commandment. Caffein is not so effective, but is the worlds most used drug and is addictive. My ex started on Pepsi's at age 21 and couldn't make it more than a couple of hours without one. That is how horrible that one is. I have met many people addicted to coffee and had to have one constantly. Why wouldn't a knowledgeable human being want to stay away from these things. And the promises given in the word of wisdom are awesome. Christ did drink wine, but grape juice was called wine then, so I don't think he ever got out of hand.

The reason Emma asked Smith to create the word of wisdom is because she didn't like the mess it left in the house. Stains on the floor, and smoke in the air.

Maybe they are worried that tobacco, smokes, and drugs will leave a big mess to clean up after wards. We wouldn't want are tobacco to stain the beautiful sacred temple floor now would we.

There are some things that we can be 100% at in some things, like not killing, paying tithing, etc. Refraining from smoking and drinking alcohol is a measurable commandment that can be kept 100% of the time. Somethings like honoring our parents are more subjective and less measurable.

Smokers are smokers 100% of the time, do you only live in your house the times you are actually there?

I think it has to do with making sacred covenants and which god do you worship.

The Bible says you can't serve two gods. If you smoke, you are most likely addicted to nicotine, which is one of the most addictive substances. That means that nicotine is your god. If you can't conquer your addictions, then you can't make those sacred covenants with God.
