Without seeing the meter for myself, I can only make a very educated guess.

The oscillator is for the microcontroller (microprocessor) inside the meter. The microcontroller does all the data handling and control for the meter, reading the dial/switch settings (what you want to measure), switching the inputs to the proper attenuator, reading the analog-to-digital converter, and driving the LCD display. The microcontroller needs a "clock" oscillator to operate, and 3.5 MHz is in the typical range of frequencies at which they operate.
