Yes visiting Thailand is so cheap. Food is cheap. Taxi, tuk-tuk and trains are cheap too. Ride on metered taxi, ask driver first if metered, if he says yes then that is the time you should ride. Don't ride taxi that will say no to meter. Some may try to scam you and bring you to gem shops, tailor or massage. Just firmly say no.
Visit Bangkok, Phuket, Chiang Mai or Chiang Rai. Avoid the south as there are lots of happenings there.

The Grand Palace
Damnoen Saduak Floating Market
Rose Garden Country - Thai Cultural Show
shopping at Chatuchak Market, where it's unbelievably cheap

Mae Ping River
weekend / street market and bazaars
Phuket for the beach

Thailand is definitely cheaper. but, sorry. Its not safer. There are Bombings in Bangkok on a fairly regular basis and the southern part of the country is really out of control with military actions against bandits and rebels happening often. Bali has had a couple of bombings a long time ago and doesn't even compare. Both are still safe to visit but be careful.

Thailand is as cheap or even cheaper than Bali. You can get a meal (bowl of noodles) for as little as USD0.60. Taxi and the trains are cheap as well, however if you have more than 3 people taking a taxi is usually cheaper. If you wanna take the Tuk tuk ... please bargain.

2. Pattaya
For Cultural and Historical sites:
1. Ayutthaya
2. Sukhothai
For beaches, resorts.. etc:
1. Phuket, Phi Phi...
2. Koh Samui
For most places, you can get around in cabs and tuk-tuk easily. To travel within the country, try taking the rail.
