No, but it is based off of the beginning of 1 Corinthians 15:10 which says "But by the grace of God I am what I am." In the context of this verse it is talking about the fact that he persecuted the church, but the grace of God is what changed him from that and made him the great apostle and teacher that he now was. So "there" (persecuting the church) but for the grace of God, he would have still been.
