Eavesdropping means that you are listening to what someone else is saying surreptitiously. Spying means that you are not only listening, but watching and perhaps gathering other information as well.

No. Think about it. If you ever play the game 'I Spy' you play using your eyes not your ears. Spying consists of visual affrimation whereas eavesdroping is just hearing something with out the other parties knowledge.
