When I got on the bus, I didn't see my friend and didn't say hello to her. I was chatting with my co-worker about my plan to go to the CN Tower that night with my friend from Europe.

My friend heard my conversation with my co-worker and told me in an email about it.

She had the opportunity to look up from her paper and say hello to us. I was waiting for her to look up from her paper and to say hello to us. But she never did because she appeared to be reading and I was distracted with chatting with my co-worker.

I thought she didn't realize that I was there. It was crowded and load on the bus. But she did realize I was there.

She heard my conversation and listened on it. Why did she eavesdrop on me and not say something?

Is it polite. Of course not, I think you already know that.
Do we all do it at times, I would say probably.
If she is your friend she probably had some simple reason like not wanting to talk in front of your co-worker, or she thought you were the one not saying hello. Could be lots of reasons.
I wouldn't make a big deal of it or you may lose a friend over nothing.
