Yes, report it. That's not necessarily gay, that's just creepy and strange. People who do such things should be fired, but remember you'll probably need several people saying the same thing or the man may just go crazier because he didn't get caught.

Well, it's really more of a legal issue than anything else. In most states, that constitutes lewd behavior, and is a gross violation of privacy for the other men (who would probably like to know about it and make sure it stops).

OK, that's harrassment that creates a hostile work environment. That's being sexually aggressive, which people often get fired for. Same sex or not, he should know better and it's not acceptable. Tell him, 'dude, if you spy on my pee-pee, HR will hear about it'. That's exactly like you spying on girls when the pee or change clothes. Exactly.

If you wanted to, you could tell him that the next time you observe this behavior, you will report him. It is very rude, and akin to junior high boys trying to peak into the girls' room.
