To publically practice engineering in any State, any engineer must be licensed by that State. Some States have reciprocal agreements with other States. Some like Florida and California probably do not. The license is issued to the qualified PE only in his particular field of practice. For instance a Mechanical PE would not be legal to practice Electrical Engineering. Likewise a Mechanical PE would not be ethically free nor legally covered to be involved in an endeavor beyond his scope of expertise. An unlicensed engineer, a engineering technician and a draftsman can work under the coverage of a licensed PE who would then be legally and ethically responsible that work of analysis or design.
