Maybe. It depends. In general, nearly all traffic laws are not enforceable in a parking lot, save for things such as driving without a license, reckless driving, or DUI.
Traffic laws CAN be enforced in a private parking lot IF the party owning the lot petitions the local police department to do so and they agree. Very few owners do this. Mostly owners of big malls do it for very large parking lots. If that happens, the parking lot owner has to post a sign at the entrances stating the vehicle code applies inside.

Normally, it is not illegal. As many have said, the majority of traffic laws do not apply on private property.
BUT be careful of what you may consider private property. The CA traffic laws are enforced on many public school parking lots or roadways. Look for signs near campus driveways that declare CA driving laws are enforced.

It is not illegal. Private property is not subject to traffic laws. Only public thoroughfares are subject to traffic law. However, if someone was driving through parking spaces, and ended up crashing into another moving vehicle, they would most likely be found at fault.

Private parking lot? Not an enforceable violation. Actually not a violation at all. Federal, state or municipal lot, maybe. All depends on who owns the lot. Also it would be good to check city ordnances for this. Some places have weird ones...K ;o)

nope. its not illegal or against the law. a parking lot is private property. the most you'll get is a warning from rent-a-cops if you're driving too fast or racing through.
otherwise, those companies that hold drivers ed in vacant parking lots (when businesses aren't open) would be ticketed constantly.
