Anyone who wants to do it the right way by going through the process. That process would hopefully weed out any individual who would be a danger to national security.

Before the Democrats changed it, No One Could Enter This Country Unless They Had A Profession, or as mentioned above----political refugees.
I believe it was during the Carter Years, the Democrats opened the doors to people who had never worked in their lives.
Democrats are very smart. They knew that these "new" type of immigrants would probably get on Welfare, and would certainly vote Democrat.
They are cunning people.
But it works for them.

Obviously, political refugees, for one thing.
Aside from that, the ideal immigrant would be young, law-abiding, enthusiastic about becoming part of American society, and possess job skills in short suply among americans. In the broader sense, it would be both fair and desireable to take immigrants more-or-less evenly from around the world, rather than favoring a few specific countries with higher quotas relative to thier population than others.

1) Is able and willing to get a job and support themself
2) Learns English if they do not already know it
3) Understands that the flag of the US is flown here, not the flag of the country they left

We need to be fair. No political or religious asylum. No preference for Israel ,Cuba or Russia. We should admit people legally and 2 million a year is enough. They need to assimilate and therefore the amount can not from one culture or one race.

i say Semi Educated Well Mannered English Speaking Person, ie Jose who can speak english and become the bottom of the pyramid but had potentional to rise above that.
US needs all 3 classes inorder to fuction as a democratic syatem

the U.S. has a quota system for each nation that we will allow to immigrate. If you fill out the paper work, apply for entry & the quota for the nation the person is from has not been filled, then their paper work will be considered for entry.
