I've found that my lap top and cell phone batteries on an occasion might loose the ability to retain a charge, but if I let them die out for a few days they regain the ability and will charge properly. When I ask for instance a cell phone provider or a person at CompUSA I get a bizzare and lame excuse about batteries "forgetting". What's the actual technical explanation for this?

cell phone and laptop batteries are NiMH or Lithium. they have little to no memory effect. when in the discharge cycle you recharge them is not an issue as it was with NiCAD.
They do go bad with the result being poor capacity.
Don't store them with a full charge.
totally discharge them periodically.
replace when time between charges gets to short for you.

Are they new batteries? Because every time you charge a battery, it sucks a little bit of life out of that battery. Not so much in laptops, but in cell phones definitely. That's why you should only charge your cell phone battery when it's down to one bar, and only charge it until it's full and no more.

That type battery has what's called a memory effect. It "remembers" that it doesn't run very long between charges. Letting it run down supposedly breaks that chain and it holds longer charges again.

I do not know if this is true...it's just the story that the techies are talking about.

I had about the same experience a while ago, and when I took my phone in to see if it needed to be fixed, they said all I needed to do was get a new charger and it should work and charge properly, and it did.
