Here are some of the reasons that may heppen:

First selection declined the job
First selection did not work out
The work POOL is small and they need someone NOW
Boss can change mind (after interviewing others you were the best qualified)
Someone Quits
They need Additional Workers unexpectedly (sometime they are told to hire one and later they find they need 3 workers)
You are more STABLE and maybe longer in the city that the
next possible candidates.

Always make sure this is a job you want. It is a mutual agreement between you and the boss. Do what makes you happy and what you can be good at.

It happens when the person who was initially offered the position declined.

They wanted to fulfill their EEOC requirement and chose the woman of color first. She found a better job so it fell to the next two and one didn't show up on her first day so it went to me. I stayed in it for six months and then moved on.
