Sounds pretty freaking lame to me maybe some gay french guy made it up or something, or maybe it was one of the nerdy high school kids infatuated with someday being a police officer so he can punish the people who were beating him up in school.

At one time there have been a great style of law enforcement officials call Leo. So each time law enforcement officials talked to a minimum of one yet another, it appeared they could say "whats up Leo!". So after a on an identical time as all of them started calling all law enforcement officials Leo.

I use it every once in a while. It is sometimes easier when you are talking about a group including more than just the police
