Ford has never put a 4 cylinder in the Explorer

Jeremy G You DA MAN...Was wondering if someone would pick that up. You have a six cylinder.
You also have a MECHANICAL fan. Now, that MECHANICAL fan has a fan clutch. At this age, it is VERY likely that the clutch is no longer effective at low engine speeds and no forward wind blast. With the ENGINE OFF, grab the fan and spin it by hand. It should not free wheel. If it does the clutch is bad. If you live in a hot climate change to a HEAVY DUTY clutch for most low end cooling effectiveness. Yes, they cost a bit more,,$60 verses $75, but so does the engine.
Good Luck

That poor, underpowered motor is getting worried about what it's going to have to do to get that size of a car rolling.
Sorry, couldn't help it.
Here's the order to check...
Something blocking the radiator.
Water level
Belt and/or tension of the belt
Turn on the AC, Does the electric fan kick on?
Stuck thermostat (should run hotter than normal, not just at idle)
Worn/old water pump

Odds are the cooling fans aren't turning on.

Typical reasons are:
1. Cooling fan relay is broken.
2. Cooling fan motor is burned out.
3. Low coolant level.
4. Water pump is on it's last leg.

If it only does it at idle, its likely cooling fan related. Check to see if they are running, and if not turn the a/c on and recheck.
