It really depends.

If your questions is regarding correct pronunciation of the river in Sacramento area named "Russian river", it is pronounced the same way as the word "Russian". Since the river takes its name from the Russian trappers who explored the river in the early 19th century.

It's rushing. With a "g".

It means the the water in the river flows quickly.
