I think foreign policy decision are very difficult to analyze for years especially with a war, the same thing with a small war in Kosovo if they are effective for the US and the Presiddent starting them. Carter is seen as a failure on so many grounds and that is the reason he was so overwhealmingly rejected at the polls for a second term. He is the worst of modern times.
