the highest is a gain of 3.this is a one to one booster.
Don't be fooled by the 10 gain, because thats for 4 aerials ( 4 divide by 10 =2.5 gain )

I am in the USA so I don't know what "freeview" is, BUT the "highest gain most powerful ... signal booster" is not the question you need answered.

TOO much signal, especially with multiple channels can give you a headache from bad pictures. You need an amplifier that will give you even amplification over the frequencies you are receiving and that amount of boost should be equal to the lose you expect due to signal splitters and cable length.

Boost does not improve signals that are already bad. And too much signal will cause your receiver to do all kinds of bad things to the picture.

If you plug your set into the raw cable and the pic is bad boosting will make it a bad strong signal. Get the source fixed.

If it is good and you boost it 15-20db , it will be good at the end of 100 cables with a 4 way splitter on it. 9db for the splitter and 6-10 for the cable.
