A psychologist has a master's degree and provides counseling services. A Psychiatrist is a medical doctor (MD) that has specialized in psychiatry.

A psychiatrist goes to medical school so they are an MD and can prescribe medications.
A psychologist is a Ph.D meaning they got to graduate school so are not allowed at this time to prescribe medications.
They both are called Dr and both should be able to provide counseling.
