The only answer, I feel is worth placing here; is that instead of leaning on alcohol or drugs, we go to G-d.
People turn to drugs and alcohol to escape hurts, depression, anger, lost, discouraged, guilty, unsucessful, oppressed, or violated.

But the Bible says to turn to G-d whenever we feel any of these emotions. The funny thing is that i have not found a place, where the Bible specifically speaks about drug abuse.

The following speak about alcohol or wine:
1 Corinthians 6:10; Galatians 5:21; Proverbs 23:19-21; Proverbs 20:1; Isaiah 5:11, 22

However, when the Torah speaks of these things, it is only the expression of a way to reach a certain ideal. These can be temporarily conceded for the good of our future.

The Talmud says that G-d made the evil so He had to make an antedote; thus we have the Torah. All of this is in an effort to cause or help human spiritual evolution.

The Bible speaks about drunkeness being a sin, not drinking, but drunkeness. I do not know of any mention specifically about drugs, they were not available back then as they are now.

According the the Bible, anything over-indulged is a sin.
Look in, I believe, the book of Proverbs about the Seven Deadly Sins!

I dont know exactly where it says so in the bible, but i think in one of the first parts of the new testament, where Jesus stated, that drugs and alcohol destroy your mind and body and you sin against your own body. This drifts you away from your relationship with god. because the abusive use of this kind of drugs lets your mind open to evil spirits, acting on behalf of the devil, which invade your mind and thoughts, causing you to do evil things against you and others.

It is wrong - simply to please self or others - to do things that can reasonably be expected to harm our health and lives.
*If it against the law:underage drinking, illegal substances, ect.
Ro13:1-5 God ordained governing authorities. To resist them is to resist God's ordinance. Those who disobey may be punished by the authorities, but they also have harmed their conscience toward God.1Pe2:13,14Submit to every ordinance of man for the Lord's sake. [Tit. 3:1] *The Bible clearly rebukes intoxication.Ro13:12-14Cast off the works of darkness, walk properly, not in drunkenness. Make no provision to fulfill the lusts of the flesh.Gal5:19-21;1 Co6:9-11People who are guilty of drunkenness, will not inherit the kingdom of God.1Co5:11If a church member commits drunkenness and refuses to repent, he should be disciplined so we don't keep company with him.*Drug Addictions and Alcoholism is lack of self-control.1Co9:25-27Bring our bodies into subjection to our minds, exercising temperance (self-control) like athletes in training, so our bodies will be properly guided by our minds.*Beware of your surroundings.1Co15:33Do not be deceived: "Evil company corrupts good habits."
