No, most government offices are closed on weekends, unless they are doing special recruiting events they will be closed on Sunday. If you have a contact number for a recruiter you might be able to call him/her to make arrangements to speak with them after hours, if they are not willing to do that go find a different recruiter.

Yes, and no. You have to call them to make an appointment and more than likely they'll come in and meet with you at a specified time. They might be there other than that, but might be busy with something else (another recruit or paperwork). Just give them a call sometime this week and set up a meeting on Sunday morning, no problem.

No but if that is the only day you have open to meet with a Recruiter call the office and ask to meet with a Recruiter on Sunday. They will be glad to talk to you if you are interested.

No, at least mine and all the people I worked with never were, that includes all branches of the service. By appointment maybe.
