Different states have different rules about who may perform marriage ceremonies, but every state has options for people who prefer a civil ceremony rather than a religious one.
I belive judges are empowered to officiate at weddings in all states, but there are other options. When I was married, it was a County Clerk who performed the ceremony. I understand there are some states where notaries public may do the deed. Check with your county to find out who is allowed to perform marriages, or do a Google search for wedding officients in your area.
You simply call them up, ask if they are available on your wedding date, and discuss what you'd like the ceremony to be like. Any professional will have some sample ceremonies for you to look at and ideas of what other couples have done if you need some input.
You can ask your officient to come to you wherever you'd like to marry, as well. Just because you're married by a judge doesn't mean you have to be married at the courthouse or can't have a wedding with a lot of guests, if that's what you'd like.
Again, from my own experience, that County Clerk came out to a redwood grove and performed our ceremony before some eighty-five or so of our nearest and dearest. I wore a white gown, and we had a reception with food and dancing afterward. We just didn't happen to mention God in the ceremony.
Prices vary, so check around and see what the going rate is in your area.

A non-denominational minister, such as myself, represents spirituality but no particular religion such as Baptist, Jewish, etc. A judge is an elected public official; can only perform ceremonies in his jurisdiction & cannot have prayers or any other religious element in the ceremony.
You can have a wedding ceremony in a miriad of places; hotel, yacht, farm, B&B, home, park, garden, even the venue where you're having the reception, which is becoming VERY popuar.
You will need to look up the costs for NY.
To find an officiant type into Yahoo your city, state & wedding officiant (no 's' on the end) You will have a few to choose from, usually on the 2nd page. The larger bridal sites seem to get top billing. If you do go to the bridal sites, please visit the site of someone you think you might like. Those bridal sites make vendors & officiants pay for your contact info so you may not hear back from someone you'd hoped.

I got married in Oklahoma in a chapel we went there and the weedding planner, the guy who preforms the ceremony and decorations and everything was included in one price and you didn't ahve to be a certain religion this guy just had his license to marry people.
I don't know if you don't want to get married in a chapel because it is like a church or if you don't know if your allowed to?
Anyways you should be allowed the guy never asked us our religion but if you don't want to get married in a chapel I think beach weddings are beautiful, however, you live in New York and depending on what month you are planning on that might not be optional.
Renting a country club or a buliding or sort would work also.
Even a friend's huge back yard
Best Of Luck To You!

A non-denominational priest is probably ordained though a church. A judge is an elected official, who has the power to marry people. You'd contact the courthouse in the county you are going to get married, or the priest for pricing. Best wishes!

Just a nice nondenominational area, i.e. Parks, Beaches, Country Clubs, etc. And you can find a non-denominational officiant on online in your area. In Chicago an officiant run 300.00+ . good luck.

I got married in Vegas by an Elvis impersonator. You can't get more non-religious than that.
