I'd highly suggest some time of craft. For my daughter's 5th, we bought kite kits, where you get all the pieces needed for the kite in a package, and the kids can make their own designs with paint, crayons or markers. We had her party in the park. We sat all the kids down with their kite fabric and some coloring supplies, they spent about 45 minutes drawing on their kites. When they were done, we finished the assembly of them and sent the kids to play in the fields with them. They were great because they required little effort on our part, no real wind to fly (the kids could get them off the ground by running), and they made a great, personal, party favor. By the way - we had 22 kids at the party! ( Way to many, but she's in daycare, and you can't invite only part of a class!) As an added bonus, the kids all got lots of exercise and went home tired!

Pinata! Make a pinata and play the pinata game... buying pinatas is way too expensive, at least for me. Here is a link for making pinatas:
http://www.dltk-kids.com/crafts/birthday/pinatas.htm
You Could also do the typical pin the tail on the donkey.. but instead of a donkey make it a character that your sister really likes... my son loves Thomas for his birthday we had pin the smoke to the smoke-stack of the train.
Does she like soccer? You could have a goal kick-off.. See who could kick the most goals in a certain amount of time or who could dribble around the cones without knocking them over and then have a little prize for the winner.
Scavanger hunts in the backyard are kind of fun too.

give them water balloons, and food. they'll be set for the day.
For one of my cousins parties they did a beach theme, and they got hawaiian punch, and got little coconut shaped cups for them to drink out of. they were adorable and the kids loved them. goodluck (:
and im assuming there will be the usual piniata, because without that, a party just isnt a party.
